Location: Horseshoe-shaped on the West African coast, surrounding the Gambia, between Mauritania and Guinea-Bissau. Size: 75,750 sq. mi. (196,192 sq. km.). Population: 5,886,000.

Who Really Rules: President Leopold Senghor, who had governed Senegal since independence, resigned in 1981 after a 20-year rule. He was replaced by Prime Minister Abdou Diouf--a succession specified by the constitution. Senegal has an active multiparty electoral system, but some leftist parties are outlawed.

Senegal maintains close ties with its former colonial master, France, which stations about 1,700 troops there. When France masterminded the foreign intervention in the Shaba region of Zaire, it brought in a contingent of Senegalese troops. Although Senegal contains large deposits of phosphates and petroleum, its economy is still based upon the export of peanuts. Industry, in general, is foreign-controlled.
