GUADELOUPE

Location: Several islands in the eastern Caribbean, between Dominica and Antigua. Size: 687 sq. mi. (1,779 sq. km.). Population: 319,000 (90% black).

Who Really Rules: France governs Guadeloupe as an overseas department, and European French citizens operate the local government and economy, Guadeloupians vote in French elections, but a growing percentage of the native population is urging autonomy or independence. Several thousand young Guadeloupians are employed in France.
