The last foreign colony in South America is a lush, tropical land of thick forests and lazy rivers, sandwiched in between Brazil and Surinam on the northeastern coast of South America. France has been the dominant political force in Guiana for 350 years. Officially an overseas department and equal with the other mainland departments in France, Guiana actually suffers all the problems of a traditional colony. Continental white French fill the civil service (receiving a hardship allowance for doing so) and dominate what little economic activity there is.
