QUAY CLEON KILBURN. Crime: Prison escape, robbery, and embezzlement. Conclusion: Another of the select few who made the list more than once. Kilburn was captured in 1958 after being on the list less than 2 months. He again found himself a Most Wanted Fugitive in 1964 after escaping from prison, and was captured 3 months later.
